The Bush Administration ignored warnings prior to 9/11 and have been actively thwarting attempts to find out what happened.

What if the Bush Administration plan all along was to let a terrorist act occur so they could consolidate their power? Could they have made a decision that a couple hundred dead would be worth the cost? Maybe the expected scenario was to lose a couple of planes in a terrorist hijacking, but the obliteration of the WTC buildings and the thousands of deaths was unexpected.
